I'm no expert in offshore oil development, but it would seem unlikely the feds wouldn't require some form of "foreshore" development as part of any new offshore oil projects in the Gulf of Mexico.
At this time, it looks like the only offshore development in New Orleans is the $15 billion Deepwater Horizon oil spill which was not an accident and is the biggest oil spill in U.S. history. And now, we know from the leaked Energy Department report that in the last six months, we have recorded 20 offshore oil discoveries that have yet to go anywhere in the Atlantic, Gulf of Mexico, Great Lakes, or anywhere else in our oceans.
Here's the bottom line: It isn't just that we have not developed any major oil discoveries offshore, but rather it is that we've also wasted trillions of dollars of our tax dollars, by not expanding our economy and adding new jobs.
Even before Katrina, our economy was booming with millions of new jobs added, huge amounts of private investment, a massive increase in the wages of hard-working Americans, and a dramatic cut in poverty (see chart).
Now, after decades of economic stagnation, all of these facts tell a grim story. And the only way to fix it is to re-imagine the country's priorities from the bottom-up, bringing millions of hard-working Americans back to the homefront.
The right way
As I mentioned last week, we should begin by asking ourselves where we went wrong in New Orleans last month. If we look to Katrina and its aftermath for lessons, we see, for example, that it is not difficult to understand where the U.S. policy for development went wrong—in many ways we went the wrong way.
It was a disaster for all of New Orleans, but especially the poor, the mentally ill, the black, the old, the sick and the homeless and the homeless veterans. And, as Katrina showed, we should have taken action early to restore and rebuild America's economy, instead of waiting on the sidelines.
Yet, by failing to act when it came to Hurricane Katrina, we did everything possible to damage its economy and then had no choice but to take advantage of the flood to create new conditions for Katrina to spread.
In other words, to borrow a phrase from the late Senator Ted Kennedy, New Orleans was "the model for the country." The model that has proven to be utterly failed for decades.

Workers face hefty fines for illegal industrial work - but few prosecutions
Some 2,000 factories are registered in Britain on the register, but there are only a handful of convictions over illegal work carried out for major international banks, hedge funds and media companies.
Only two people were convicted for unlawful industrial work last year, the Home Office said, adding that fines totalled £1m.
The Home Office admitted that it did not have data on how many offences were brought to its attention, but said the figure was growing rapidly.
The government, which was forced to back away from plans to scrap Britain's steel industry due to the crisis, is now planning to increase its use of force in tackling the problem of illegal trade.
It says workers face hefty fines, if any are paid, but few prosecutions.
It is estimated the average fine paid in England, Scotland and Wales last year by industry firms, including shipping firms, was about £12.50.
In England and Wales, the average fine for unlawful industrial work in 2012 was £33,200 - around 6% higher than the average fine for illegal work in 2011.
'Vicious' scheme
There are many different types of industrial activity to avoid the levy of industrial action charges, a government spokesman said.
But there were also many legitimate industries that needed industrial action measures - including transport, services and trade unions.
The government also said the practice of illegal workers being paid a living wage was illegal, even though it was legal in certain countries.
The industrial action programme - now planned to last until 2014 - is intended to raise public awareness of illegal work, the spokesman said.
"We hope that people will become aware that the law is being broken and will take action to reform it. This will require industry to take action in its own interests as well as that of the taxpayer and the business community."
